Small Business Certifications: Which ones you qualify for and how to get them
Federal, California state, CPUC utility, and local certifications that open government and corporate procurement opportunities.
Small business certifications are one of the highest-ROI investments a new consulting practice can make. A single certification can unlock access to set-aside contracts, certification preferences, and procurement networks that are otherwise closed to you.
Why certifications matter
Government agencies at every level set aside a portion of contracts for small, disadvantaged, and diverse businesses. Utility companies (PG&E, SCE, SDG&E, AT&T, Verizon) have similar supplier diversity programs. Without certifications, you compete for 100% of contracts. With the right certifications, you bid on a subset where the field is dramatically smaller.
Important: Certifications require a verified physical business address, ownership documentation, financial records, and in some cases an interview. SAM.gov registration is a prerequisite for all federal certifications.
Federal Certifications
SBA 8(a) Business Development
8-year program for socially and economically disadvantaged businesses. Access to sole-source contracts up to $4.5M for services. Highly competitive to enter but extremely valuable once certified.

WOSB — Women-Owned Small Business
Access to set-aside contracts in industries where women-owned firms are underrepresented. Can self-certify for some contracts; WBENC certification strengthens credibility.

EDWOSB — Economically Disadvantaged WOSB
Subset of WOSB with additional economic disadvantage requirements. Access to additional set-asides beyond standard WOSB.

HUBZone
Set-aside contracts and 10% price evaluation preference. Requires principal office and 35% of employees in a Historically Underutilized Business Zone.

SDVOSB — Service-Disabled Veteran-Owned
Set-asides for veterans with service-connected disabilities. Strong preference in VA contracting.

VOSB — Veteran-Owned Small Business
Broader veteran preference program, especially valuable for VA and DoD contracts.

California State Certifications (DGS)
SB — Small Business Certification
California’s core small business certification. 5% bid preference on state contracts. Required for many state agency RFPs. Administered by DGS.

California-based, for-profit business. Revenue cap: $15M average annual gross receipts.

MB — Micro Business
Subset of Small Business. Same bid preference. Simpler requirements, lower revenue cap.

DVBE — Disabled Veteran Business Enterprise
Mandatory 3% DVBE participation goal on most state contracts. Agencies must demonstrate good-faith efforts to include DVBEs. Very high value for qualifying veterans.

California CPUC Supplier Clearinghouse
MBE — Minority Business Enterprise
Opens access to procurement at California’s major utilities: PG&E, SCE, SDG&E, SoCalGas, AT&T, Verizon. CPUC requires utilities to report diverse supplier spending.
Who qualifies:
51%+ owned by a minority individual. NMSDC certification accepted.

Same utility procurement access as MBE. WBENC national certification accepted reciprocally.

NGLCC certification accepted by CPUC Clearinghouse. Growing category in utility supplier diversity.
